Sänger und Keyboarder Jaz Coleman und Schlagzeuger Paul Ferguson (Big Paul) schalteten am 24. Februar 1979 im britischen Musikmagazin Melody Maker eine Anzeige, über die Gitarrist Geordie (Kevin Walker) und Bassist Youth (Martin Glover) zu der Band stießen und Killing Joke komplettierten. Ihr Debütkonzert gab die Band am 4. August 1979 in der Whitcombe Lodge in Colemans Heimatstadt Cheltenham als Vorgruppe von The Ruts und The Selecter. Bereits die erste, im Jahr 1979 auf dem von der Band mitgetragenenem Label "Malicious Damage" veröffentlichte Single Turn to Red wurde, nicht zuletzt durch die Unterstützung des Radio-DJs John Peel, ein Untergrundhit. Democracy is the tenth studio album by English post-punk band Killing Joke. Critical response to Democracy has been generally mixed. Adrien Begrand of PopMatters commented that on the album "the band sounds watered down". Trouser Press called the album "the wrong kind of joke - either Midnight Oil with a raspy singer or James Hetfield attempting to hijack U2 - complete with inane lyrics about 'Prozac People', 'Intellect' and 'Another Bloody Election'. Vote with your feet." Jack Rabid of AllMusic, on the other hand, called it "Killing Joke's best album in [eleven] years". In Germany, the album garnered “record of the month” status in at least two magazines (Metal Hammer and Rock Hard).
